This template is used to cite a template, ie. to provide a link to a template, enclosed in braces {{ ... }}), without having to type something like {{[[Template:Long template name|Long template name]]}}.
Usage:
{{CiteTemp|<template name>}}
as in {{Language}}, or
{{CiteTemp|<template name>|<alternate text>}}
as in {{language template}}
