Spacing

I think this looked better with a bit more spacing as before. What does everyone else think? --Bobnotts talk 22:57, 16 February 2009 (UTC)

I tend to agree, Rob. The horizontal rule has been relegated to an "if" clause and only appears if the person applying the template includes a description of the cleanup required. Also, the wording about seeing the talk page only appears if the talk page exists. I don't think the template should be applied at all without some sort of description (why should we have to figure out what is wrong?), I'd like to see the (presently conditional) insertions restored somehow. And once we decide the final "new" form of the template, there should be better documentation (at present there is essentially none). I've made some changes, in an effort to prompt anyone using (or seeing) the template used without a cleanup description to supply one. I've also removed the horizontal rule and centered only the template heading, thinking that it will look better.
